Humanity is comprised of human animals who are social in nature.  You and I are the result of eons of evolution and we have developed an immense complexity of social behaviorisms.  If you are told how to behave in a certain way in your social group and you cheat then you are not being fair to the others of your social group -- even if the group is one person or society in general.  I hope this answers your question.

It is not "who" comes up with social behaviors, but "how" do they evolve.  Humans are immensely complex and have been evolving for millions of years.  If you want to learn "how" then start with this link ...
